The regional Power Ahead rebate and the state tax credit stack on top. And unlike most states, Xcel Colorado runs on specifications, not an equipment list — the unit’s ratings decide, so the paperwork is the gate.

Xcel Energy Colorado, cold-climate heat pump

A cold-climate heat pump — rated to keep at least 70 percent of its heating capacity at 5F, with a COP of 1.75 or better there — pays $1,500 per heating ton with the bonus, or $750 standard, ducted or ductless. On a 3-ton system that is $4,500 for homes heated by Xcel gas. A standard heat pump pays $300 to $600 per cooling ton, and a supplemental mini-split heating one room gets a flat $500.

The bonus doubles the standard amount and requires Xcel gas heat and a 2026 invoice date. Installations must be invoiced by December 31, 2026, with applications through September 30, 2027.

Colorado Springs Utilities

$1,500 for a heat pump under three tons, plus an additional $1,500 electric bill credit from January 1, 2026 — $3,000 all told. Units of three tons and over get $3,000 if they are on the NEEP cold-climate list. Apply by January 31 of the year after installation.

Efficiency Works Homes — Fort Collins, Longmont, Loveland, Estes Park

Ducted heat pumps pay $1,500, or $2,000 on the cold-climate tier: 15.2 SEER2 and 8.1 HSPF2, cold-climate certification from NEEP, CEE, AHRI or ENERGY STAR, and a changeover temperature of 5F or below. Ductless units pay $500 per ton — $1,000 per ton when they replace electric baseboard — and ground-source systems pay a flat $3,000. A $2,000 bundling bonus adds on when a heat pump is paired with insulation, air sealing or windows within six months. Without pre-approval, total rebates cap at $2,500 per project.

Holy Cross Energy — Vail and Aspen corridor

Cold-climate air-source heat pumps, ducted or ductless, along with ground-source, air-to-water and split-hydronic systems. Ducted units need an HSPF2 of at least 9 and ductless at least 10, with a crossover temperature of 5F. Income-qualified members get double — $7,000 — and total rebates cap at $5,000 per account per year, or $10,000 income-qualified. You must enroll in the co-op’s Peak Time Payback or Power+ program, and apply within 90 days of the invoice.

Cold-climate or high-efficiency heat pumps in existing homes: ducted air-source pays $500 up to 2 tons and $1,000 above; ductless mini-splits pay $250 to $500 on the same split. Applications are due within 90 days of installation, with an AHRI certificate and photos, and one rebate per member per rolling 12 months.

Colorado heat pump tax credit

A state tax credit of $1,000 for an air-source heat pump installed on or after January 1, 2026 — delivered as a discount at the point of sale, at least $333 of it off your invoice, with the contractor filing the paperwork. The equipment must be ENERGY STAR certified, AHRI-matched, and sized to cover at least 80 percent of the home’s annual heating. Ground-source systems get $2,000.

The 2024–2025 credit for an air-source heat pump was $1,500 — that older amount still circulates on the program’s own page, marked Expired. For a 2026 installation the current table confirms $1,000.

City and regional money

Where you live adds money on top of the utility rebate — or, in Denver’s case, takes a city program away.

Denver region (Power Ahead Colorado)

$1,500 for an ENERGY STAR certified cold-climate heat pump, launched July 23, 2026 as part of a four-year $40 million program, open to every income level. Existing buildings only, installed by a verified contractor, pre-approved before work begins. It stacks with utility and municipal rebates, but because it is federally funded it cannot be combined with the state’s federal Home Energy Rebates (HEAR and HER).

Boulder County (EnergySmart)

Households at or below 100 percent of area median income get 50 percent of project costs, up to $2,000 per year, for heat pumps and related upgrades. Projects must be completed in the current calendar year, and the combined total of all rebates on one project cannot exceed 50 percent of its cost.

Denver (City and County)

The city’s own Climate Action Rebates suspended heat pump incentives in March 2025 and ended the program in May 2025 after funds ran out. Its resident page is gone. Denver homeowners now use Power Ahead Colorado, which covers the region.

What a system costs

No Colorado utility or state agency publishes an installed-cost range, so the numbers here come from industry sources — treat them as a feel rather than a fact. EnergySage’s marketplace data puts an average Colorado heat pump at about $17,780 before incentives. A Colorado installer’s own 2026 customer data shows cold-climate installs at $10,562 to $15,504 out of pocket after rebates, with a median of $13,708.

Which models clear the bar on paper

Xcel Colorado pays by specification, not by an equipment list: a cold-climate ductless unit needs 16.0 SEER2, 9.0 EER2 and 9.5 HSPF2, and a ducted one 15.2 SEER2, 10.0 EER2 and 8.1 HSPF2 — either way a COP of at least 1.75 at 5F and 70 percent of capacity kept there. That lets us compare the models we have checked against the bar, using each model page’s verified specs.

As a ductless system, 20.0 SEER2, 13.0 EER2 and 10.0 HSPF2 with a COP of 2.02 at 5F — above the ductless bar.

Mitsubishi SUZ

The verified ducted pairing shows a COP of 1.69 at 5F — below Xcel’s 1.75 gate. Likely not eligible, as printed on the submittal.

The federal money

Federal HEAR closed August 1, 2026

Colorado’s federal Home Energy Rebates program for single-family homes is closed — household applications submitted after August 1, 2026 are denied. It is not the whole story: HEAR rebates for small multifamily buildings are still slated to open in 2026, and the separate Home Efficiency Rebates (HER) program is slated for manufactured and mobile homes and for large multifamily buildings — both income-based, both worth asking the Colorado Energy Office about before assuming the federal money is gone. Beyond the federal programs, what remains is the state tax credit above and the utility rebates. The federal tax credit for heat pumps also expired on December 31, 2025.

Who qualifies

Cold-climate numbers

Xcel’s top tier is a genuine cold-climate test: 70 percent of heating capacity kept at 5F and a COP of 1.75 or better. Utility rebate sheets and the AHRI certificate decide it, so keep that certificate.

Gas heat for the bonus

Xcel’s doubled amounts require Xcel gas heat at the home. Customers heating with electric before the switch get the standard amounts.

The right contractor

Power Ahead Colorado requires a verified contractor and pre-approval before work begins. The state tax credit requires a state-registered contractor, who delivers the discount at sale.

Approval before you buy

Power Ahead must approve the project before it starts, and Xcel’s bonus needs a 2026 invoice date. Do not buy first and file later.

Which models will qualify

Seven real model pages are live already: the Mitsubishi H2i+, the Fujitsu XLTH, the LG Art Cool Premier RED, the Daikin AURORA, the Bosch IDS Ultra, the Mitsubishi SUZ and the Mitsubishi MXZ. Colorado Springs Utilities also requires the NEEP cold-climate list for its top tier — a database we could not query, so have your installer confirm your model on it.
